Procurement of Tea and Refreshment Services

The Balochistan Provincial Assembly Secretariat in Quetta is inviting electronic bids for the procurement of tea and refreshment services. This procurement is conducted under the Balochistan Public Procurement Regulatory Authority (B-PPRA) Rules, 2014, targeting well-reputed and experienced firms with valid NTN and BST registration with the Federal Board of Revenue and Balochistan Revenue Authority. Items being procured: - Tea and Refreshment Services The procurement will be made under a Framework Agreement with fixed rates. Bidders must ensure they are not blacklisted by any provincial or federal government department, agency, autonomous body, or private sector organization in Pakistan. The bidding document can be downloaded from the B-PPRA website www.bppra.gob.pk. The bidding process follows the single stage two envelope method as per Rule 41-(3) of the BPPRA Rules, 2014. The contract will be awarded based on the evaluation criteria detailed in the bidding document. Bids must be submitted electronically through the B-PPRA e-portal on or before Thursday, 30th July 2026 at 11:00 am. Technical bids will be opened the same day at 12:00 pm in the Procurement Cell Room #76 of the Balochistan Provincial Assembly Secretariat, Zarghoon Road Quetta. Financial bids of technically qualified bidders will be opened at 12:30 pm. A bidding document fee of Rs.1000/- is payable via Green Deposit Challan in National Bank of Pakistan (Head of Account CO-3870). A bid security of PKR 200,000 in the form of a Call Deposit from a scheduled bank in favor of Secretary Balochistan Provincial Assembly Secretariat is mandatory. Bidders must quote rates inclusive of all applicable taxes and duties for each item listed in the bidding document. Eligibility requires valid PEC registration if applicable, active FBR/ATL status, and relevant experience in similar service contracts. The Secretariat reserves the right to reject any or all bids as per B-PPRA Rules, 2014.
