Procurement of Test Management Tool by National Database and Registration Authority (NADRA)

The National Database and Registration Authority (NADRA) invites bids for the procurement of a Test Management Tool under reference NADRA-HQ-RFB-115/2026. This procurement is planned for the financial year 2026-27 and aims to enhance software testing capabilities within NADRA's Islamabad headquarters. The procurement includes the supply, installation, deployment, configuration, and support of a licensed Test Management Tool with on-premises deployment accessible through the internal network. The tool must support multi-user and role-based access control, multiple projects and teams, and provide a centralized test repository. Items being procured: - Test Management Tool Licensed - On-Premises/non-cloud deployment - 1 Multi-user and role based Access control - Support for multiple projects and teams - Centralized Test Repository - User Training and Knowledge transfer for 10 users - Post implementation technical support and maintenance for at least one year The scope covers end-to-end management of software testing including test case management, test planning and execution, test evidence, requirements traceability, defect/issue linkage, test reporting, dashboards, customizable reports, and import/export of test data. Eligible bidders must be legally registered companies in Pakistan with valid NTN and GST registrations, active on the FBR ATL list, and not blacklisted. Experience in supply, installation, deployment, configuration, and support of software solutions is required, with preference for those having government, general, or defense sector clients. Bids must be submitted electronically through the EPADS v2.0 portal by Monday, October 12, 2026 at 11:00 AM. Manual submissions will not be accepted. Bid security in the form of Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft must be submitted physically to the State Bank of Pakistan Building, Shahrah-i-Jamhuriat, G-5/2, Islamabad before the bid submission deadline. The evaluation will be based on Least Cost Based Selection (LCBS) technique. The contract includes a performance guarantee of 10% of the contract price in the form of a bank guarantee.
