Procurement of Uniform Items for Special Students for Financial Year 2026-27

The Govt. Special Education Center, Chowk Sarwar Shaheed invites E-Bids for the procurement of uniform items for special students for the financial year 2026-27 in accordance with Punjab Procurement Rules, 2014 (as amended) and Punjab Procurement Regulations, 2024. The procurement includes 222 uniforms comprising 48 boys' uniforms, 25 girls' uniforms, and 146 pairs of shoes (96 boys, 50 girls). Each student will receive one winter uniform and two summer uniforms. Items being procured: - 222 uniforms (48 boys, 25 girls) - 146 pairs of shoes (96 boys, 50 girls) - One winter uniform per student - Two summer uniforms per student The procurement will be conducted through the Punjab E-Procurement System (EP) under the Single Stage Two Envelope Procedure (Rule 36(1)). Only e-Bids submitted through the EP portal will be considered valid. The total estimated cost is **PKR 600,000**. A bid security of 5% amounting to **PKR 30,000** must be submitted digitally via the prescribed mechanisms (1Link/PSID/Digital Bank Guarantee) through the Punjab E-Procurement System. Physical CDRs are not required. The successful bidder will be required to deposit a performance guarantee equivalent to 10% of the contract value through the prescribed digital mode and execute a formal contract agreement before issuance of the supply order. All quoted rates must be inclusive of all applicable duties, levies, and taxes. The bid validity period is 180 days from the date of publication of the bid evaluation report. The competent authority reserves the right to reject any or all bids at any stage prior to acceptance without obligation to justify the grounds. Bidders should ensure timely submission of all required bid documents electronically before the closing date and time. The e-Bid submission closes on **21-09-2026 at 09:30 a.m.** and the opening will be held on the same day at 10:00 a.m. through the E-Procurement System portal.
