Procurement of Uniform Items for Special Students for Financial Year 2026-27

Govt. Special Education Centre, Kot Sultan (Layyah) invites E-Bids under the Punjab Procurement Rules, 2014 (amended) and Punjab Procurement Regulations, 2024 for the procurement of uniform items for special students for the financial year 2026-27. The procurement is conducted under the Single Stage Single Envelope Procedure from firms registered with the Federal Board of Revenue (Income Tax and Sales Tax). Items being procured: - One winter uniform per special student - Two summer uniforms per special student The procurement involves supplying quality uniform items suitable for special students, ensuring comfort and durability. Bidders must be registered with FBR and comply with all applicable tax regulations. The bid security is 5% of the estimated cost, amounting to PKR 140,000, to be submitted digitally via the Punjab E-Procurement System (EP) using the prescribed digital Bid Security mechanism (1Link/PSID/Digital Bank Guarantee). Physical CDR submission is not required if the digital mechanism is used. Bidders must submit all required documents electronically through the Punjab E-Procurement System (EP) before the closing date and time. The successful bidder will provide a performance guarantee equivalent to 10% of the contract value through the same digital mechanism and sign a formal contract agreement prior to supply order issuance. All rates quoted must be inclusive of all applicable duties, levies, and taxes. The bid validity period is effective until 30-06-2027. The procurement process strictly follows Rule 38(1) of the Punjab Procurement Rules. The competent authority reserves the right to reject any or all bids at any stage without obligation to justify the grounds. The E-Bid submission closes on 30-09-2026 at 09:00 a.m. and the opening will be held the same day at 09:30 a.m. on the Punjab E-Procurement System (EP).
