Procurement of Uniforms for Special Students at Government Institute for the Blind Multan

The Government Institute for the Blind Multan invites online bids through E-PADS for the procurement of uniform items for approximately 65 special students (Boys & Girls) enrolled at the institute. This procurement is for both Winter and Summer uniforms specifically designed for special students to meet their unique needs. Items being procured: - Uniform Kit for Boys and Girls (Summer & Winter) - Jersey for Boys and Girls (Winter Season) - Shoes for Boys and Girls The procurement will be governed under the Punjab Procurement Rules, 2014 and subsequent amendments. Bidders must submit a Bid Security/Earnest Money of 3% amounting to PKR 10,00,000 in the form of CDR in favor of the Headmistress. The CDR must be uploaded in PDF format on the E-Procurement System along with the Technical Proposal and also submitted in original before the opening of Technical Bids. The bidding process follows a Single Stage – Two Envelope Procedure. Tender forms must be uploaded on the E-Procurement portal by 08-09-2026 at 10:30 AM. Technical bids will be opened the same day at 11:00 AM in the presence of the Purchase Committee and authorized representatives of bidding firms. Financial bids of technically qualified firms will be opened after the grievance period on the E-Procurement Portal. All quoted rates must be inclusive of all applicable taxes and must be realistic and reasonable. Samples of items/uniforms must be presented at the time of Technical Bid opening for quality assessment. The successful bidder will be responsible for testing the uniforms at National Textile University Faisalabad (NTRC) or any other recognized government/autonomous lab at their own cost. No extra time will be provided for supply. Mandatory documents include attested CNIC copy of owner, GST certificate, Income Tax Registration/Active Taxpayer proof, and proof of PST Tax Month Wise PAID CPR or return for FY 2025–2026. The successful bidder must furnish a Performance Guarantee @ 5% of contract value prior to issuance of supply order. Uniform supply must be completed within 30 days of issuance of supply order, with students' measurements taken within 10 working days after the grievance period. An affidavit on Rs. 100/- E-Stamp Paper confirming the firm is not blacklisted and compliance undertakings must also be submitted.
