Tender Description
Sindh Integrated Emergency and Health Services (SIEHS) Karachi invites bids electronically through EPADS for the procurement of UPS for Data Center under a framework contract for the fiscal year 2026-2027. The procurement involves supply, installation, commissioning, and testing of 15 units of 2 KVA high-efficiency 3-phase double conversion online UPS with batteries and allied accessories including distribution boards, breakers, and power cables as required. The existing APC UPS units installed in 2012 have reached end-of-life and support, necessitating replacement to ensure uninterrupted 24x7x365 data center operations.
Items being procured:
- 15 x 2 KVA UPS units with batteries
- Distribution Boards (DB) if required
- Breakers
- Power cables and allied accessories
The scope includes conducting a detailed site survey, decommissioning existing UPS systems, and carrying out all commissioning activities without service downtime. Technical specifications require true online double conversion topology, microcontroller-based IGBT technology, 400V 3-phase input, VRLA batteries, 30 minutes backup at half load, and comprehensive monitoring and protection features. A one-year comprehensive warranty with onsite OEM and local support is mandatory, with optional renewal for up to five years.
Eligibility criteria include registration with federal/provincial tax authorities, inclusion on the FBR active taxpayers list, and compliance with SPPRA rules. Bid security of Rs. 81,000 is required, refundable for unsuccessful bidders. Bids must be submitted via EPADS portal by 26th October 2026 at 11:30 AM, with a mandatory pre-bid meeting. The procurement method is Single Stage Two Envelope procedure. Bidders should ensure timely monitoring of EPADS for any amendments.
The submission address is Sindh Integrated Emergency and Health Services, 43-15/K, Block 6, PECHS, Karachi. Contact persons are Mr. Azeem Hassan Khan and Muhammad Taha Khan reachable at 021-111-111-823 Ext 2005 & 2510 or via procurement@siehs.org. A practical tip for bidders is to conduct the mandatory site survey carefully to accurately estimate allied accessories and ensure compliance with technical specifications to avoid bid rejection.
This procurement is critical for maintaining uninterrupted emergency health services and data center reliability in Karachi under the auspices of Sindh Integrated Emergency and Health Services.
