Provision of Professional Geographic Information System Services

Sui Northern Gas Pipelines Limited (SNGPL) invites Expressions of Interest for the provision of Professional Geographic Information System (GIS) services. This procurement is managed by the Network Planning & Design Department based in Lahore, Punjab. The scope covers GIS services across multiple regional offices including Lahore East, Lahore West, Islamabad, Rawalpindi, Faisalabad, Multan, and Peshawar. The project aims to replace manual paper mapping with a centralized digital GIS environment, supporting over 500 users through an Enterprise GIS Portal. The services include scanning and cataloguing paper maps, geo-referencing satellite imagery, GPS-based field surveying, digitization and editing of pipeline networks and associated features, spatial and geo-statistical analysis, map design and printing, data extraction and modification, geo-database development and management, publishing web GIS layers, enterprise GIS server management, web app and dashboard development, troubleshooting, and user training. Eligible firms must be registered with the Survey of Pakistan and demonstrate relevant experience in GIS consultancy, particularly in utility or oil and gas sectors. Firms should provide audited financial statements for the last three years, valid NTN and professional tax certificates, and evidence of successfully completed GIS projects. The evaluation criteria require a minimum score of 65 marks based on experience, qualifications, and financial soundness. EOIs must be submitted by the deadline of 30th July 2026 at 11:00 hrs to the General Manager (NP&D) at Gas House, 21-Kashmir Road, Lahore.
