Provision of Additional Office Space for Pakistan Digital Authority in Islamabad and Lahore

The Pakistan Digital Authority (Ministry of IT & Telecom) invites bids for the provision of additional office space and related non-consultancy services for the fiscal year 2026-27. This procurement covers fully furnished and managed office premises in Islamabad along with operational workstations in Lahore under a single contract. The Islamabad office space requirement is approximately 5,000 to 6,000 square feet located preferably in sectors G-5, F-5, Constitution Avenue, or Red Zone near PDA headquarters. The Lahore premises should accommodate 6 to 10 workstations, preferably on the ground floor in a prime location such as Gulberg. Items being procured: - Fully furnished office space with management services in Islamabad - Workstations in Lahore (6-10 units) The Islamabad office must include dedicated workstations for 40-50 staff with ergonomic furniture, multiple meeting rooms including a large meeting room for 10-14 persons, a medium meeting room for 6-8 persons, phone booths, and a training room for 50-70 persons. Common areas such as reception with PDA branding, waiting lounge, café, kitchenettes, and separate washrooms are mandatory. The premises must comply with all applicable building, fire, electrical, safety, and municipal regulations and be less than ten years old. The facility shall provide high-speed fiber internet, centralized air conditioning with backup, 24/7 water supply, backup power with diesel generators, CCTV surveillance, controlled access, and adequate parking. Facility management services including janitorial, pantry staff, cleaning, and waste management are required. The contract duration is three years with an annual rent escalation of up to 8%. PDA reserves the right to terminate the contract after 12 months with 60 days' notice. Eligibility criteria include valid ownership or lease authority documents, compliance with statutory requirements, relevant experience with government entities, and submission of a non-blacklisting certificate.
