Tender Description
The Hazara Electric Supply Company (HAZECO) invites bids for the provision of Health Insurance and Group Life Insurance (GLI) services for its employees and their families in Abbottabad, Khyber Pakhtunkhwa. This tender covers comprehensive health insurance including OPD and hospitalization facilities, as well as group life insurance coverage categorized by employee grades. Items being procured:
- Provision of Health Insurance Services covering approximately 1733 employees and 9906 family members
- Group Life Insurance coverage with category-wise sum assured ranging from Rs. 2.5 Lac to Rs. 10 Million per individual
The health insurance includes coverage for hospitalization, maternity, OPD consultations, diagnostic tests, medicines, dental and eye treatments with specified exclusions such as cosmetic procedures and unregistered medicines. Chronic patients are covered with reimbursement provisions. The GLI policy includes natural and accidental death benefits with accidental death coverage twice the sum assured.
The contract is initially for three years, extendable based on performance. Bidders must be AA+ rated companies with valid registrations and demonstrate experience with government or semi-government clients. Bid security and performance guarantees are required. Bids must be submitted electronically via EPADS v2.0 by 25th September 2026 at 10:30 AM, with technical bids opened the same day at 11:00 AM. Manual bids are not accepted.
Technical evaluation will be based on criteria including premium turnover, number of clients, panel hospitals and pharmacies, PACRA rating, and grievance redressal mechanisms. Financial bids will be opened only for technically qualified bidders scoring at least 60%. Payment will be made quarterly in PKR. The procuring agency reserves the right to reject all bids.
