Provision of 26 Private Armed Security Guards (Ex-servicemen) and 02 Security Supervisors (Ex-servicemen) at PAA Parachinar Airport

The Pakistan Airports Authority (PAA) through its HR Section at Bacha Khan International Airport invites bids for the provision of 26 Private Armed Security Guards (Ex-servicemen) and 02 Security Supervisors (Ex-servicemen) to be deployed at PAA Parachinar Airport. This procurement is for non-consultancy services under a National Single Stage-Two Envelope procedure using Least Cost Based Selection (LCBS) technique. The contract duration is two years with expected commencement on December 3, 2026. Items being procured: - 26 Private Armed Security Guards (Ex-servicemen) - 02 Security Supervisors (Ex-servicemen) The scope includes 24/7 watch and ward duties, prevention of unauthorized entry, patrolling and surveillance of the airport and adjoining areas, prevention of pilferage, and emergency response including fire and law and order situations. Guards and supervisors must be physically and medically fit, trained in weapon handling, and possess valid security clearances. Deployment will follow the plan of the O/IC Vigilance PAA and In-charge PAA Parachinar Airport. The security company must provide a patrolling vehicle, ensure availability of substitute guards, and maintain a supervisory network. Guards must be equipped with proper uniform, identification, weapons, communication devices, and other security equipment. Eligibility criteria include minimum three years of experience providing security services to at least three clients with 20 ex-servicemen guards each, valid NTN, EOBI and Social Security registrations, bank statements showing minimum average monthly credit balance of PKR 5 million, and valid NOCs for running a security company and use of arms. Bidders must submit bid security of PKR 1,072,250 in the form of pay order. Technical bids will be evaluated on criteria such as financial turnover, number of arms, client base, manpower strength, and training facilities. Financial bids of technically qualified bidders will be opened. Bids must be submitted electronically via EPADS v2.0 by October 27, 2026, 11:00 AM. Original bid security must be delivered to the office of COO/APM BKIAP Peshawar before bid opening. Manual bids will not be entertained. Payment will be made monthly against satisfactory services. The contract includes provisions for penalties for absence, misconduct, and other violations. The security company is liable for losses due to negligence. The contract is governed by the laws of Pakistan with dispute resolution through arbitration in Islamabad.
