Provision of Security Services for EOBI Building 66-M.A. Johar Town, EOBI Mall Project and EOBI Hotel & Business Complex, Lahore

Pakistan Real Estate Investment and Management Company (Pvt) Ltd - PRIMACO, on behalf of EOBI (Government of Pakistan), invites e-bids for the provision of Security Services at multiple EOBI properties located in Lahore, including the EOBI Building 66-M.A. Johar Town, EOBI Mall Project, and EOBI Hotel & Business Complex. This contract is for a period of one year with the possibility of extension for two additional years based on mutual agreement and satisfactory performance. Items being procured: - Armed Security Guards (12 Nos.) - Un-Armed Security Guards (6 Nos.) - Security Supervisors (2 Nos.) The scope includes round-the-clock security management, operation, and maintenance of security systems at the specified sites. Responsibilities include controlling human and material traffic, ensuring safety from sabotage and theft, maintaining security logs, fire hazard prevention, authorized parking control, and removal of unauthorized posters. Guards must be equipped with licensed weapons and maintain neat uniforms. At least 60% of guards should be ex-Armed Forces personnel, aged 25-50 years, with proper training and police clearance. The service provider must ensure timely salary payments, provide safety devices, and maintain discipline and confidentiality. Eligibility criteria require valid NOCs, tax registrations, APSAA membership, PTA license, and experience with similar contracts involving at least 20 security guards. Bidders must submit detailed company profiles, weapon licenses, and affidavits confirming no blacklisting. Bids must be submitted electronically via the PPRA EPADS system by 27th October 2026 at 1400 hours. Technical and financial bids will be evaluated on a least cost basis. Bid security declaration is not required. The contract requires a 10% performance security in the form of CDR, bank draft, or bank guarantee. Payment will be made monthly after certification and submission of attendance and wage payment evidence. Bidders are advised to ensure compliance with all eligibility and documentation requirements to avoid disqualification.
