Tender Description
The National Information Technology Board (NITB), operating under the Ministry of Information Technology and Telecommunications in Islamabad, is seeking to procure services for the provision of qualified and skilled human resources. This procurement specifically targets the outsourcing of HR services to supply technical and administrative personnel capable of supporting NITB's e-Governance initiatives and IT-based projects.
The scope of this tender includes the supply of skilled human resources across various IT and telecom categories such as programmers, software engineers, network security specialists, and project coordinators. The service provider must ensure that all personnel have the necessary hardware and software licenses to perform their duties effectively. The contract duration is two years with a possible extension of one additional year based on performance. The service provider will be responsible for managing attendance, leaves, and ensuring compliance with labor laws and EOBI requirements.
Eligibility criteria require bidders to be registered with Sales Tax and Income Tax Departments, possess a valid NTN certificate, and be on the Active Tax Payer List of FBR. Bidders must have at least five years of relevant experience providing similar HR services, demonstrate financial capability, and submit affidavits confirming no blacklisting and compliance with confidentiality and technical requirements. PEC category is not applicable but relevant experience in IT sector is essential.
The tender was published on 21st May 2026, with the closing date for bid submission on 8th June 2026 at 11:00 AM. Bids must be submitted electronically via EPADS, with a mandatory bid security of Rs. 1 million in the form of a bank draft or pay order. Technical bids will be opened on the closing date at 11:30 AM. The submission address is Assistant Director (ADMN), National Information Technology Board, Plot No. 24-B, Street No. 6, Sector H-9/1, Islamabad.
A practical tip for bidders is to ensure all bid documents are complete, signed, and stamped on every page to avoid disqualification. Also, maintaining a backup pool of qualified human resources is crucial to meet NITB's requirement for immediate replacement in case of leaves or unavailability. Timely submission of bid security and adherence to the EPADS electronic submission process will enhance the chances of successful participation in this competitive tender.
