Provision of Rental Vehicles Services

The Ministry of Information Technology and Telecommunication (MoITT), Government of Pakistan, under the Digital Economy Enhancement Project (DEEP), invites electronic bids through e-PADS from eligible and qualified Bidder/Service Providers for the Provision of Rental Vehicles Services in Islamabad. Items being procured: - Lot 01: Monthly/Pool Rental Vehicle Services – Intracity - Lot 02: Intercity/Outstation Rental Vehicle Services The procurement will be conducted through Open Competitive Bidding under the Single Stage-One Envelope procedure as per Public Procurement Rules, 2004, and other applicable rules and guidelines. Interested bidders may download the complete Tender Document free of cost from the official website of the Ministry of Information Technology and Telecommunication (www.moitt.gov.pk), the Public Procurement Regulatory Authority (PPRA) website, and e-PADS. Bids must be submitted electronically through e-PADS. A Pre-Bid Conference will be held on 29 September 2026 at 03:00 PM (PST) at the DEEP Project Office, 2nd Floor, Telecom Foundation Complex, Sector G-9/4, Mauve Area, Islamabad. Electronic bids, including technical and financial proposals, must be submitted on or before 08 October 2026 at 03:00 PM (PST). Bids will be opened on the same day at 03:30 PM (PST) in the presence of bidders or their authorized representatives. Each bid must be accompanied by a Bid Security of PKR 200,000 in the form prescribed in the Tender Document. A scanned copy of the Bid Security must be uploaded through e-PADS, while the original must be delivered to the DEEP Project Office before the bid submission deadline. Interested bidders may seek clarification via email at procurement.specialist@deep.moitt.gov.pk during office hours from 09:00 AM to 05:00 PM (PST), Monday to Friday. Requests for clarification should be submitted well in advance to allow reasonable time for response. The contract will remain valid for twelve (12) months from the date of commencement of services. Any extension will be subject to provisions in the Tender Document. The Procuring Agency reserves the right to accept or reject any bid under the Public Procurement Rules, 2004. Bidders are advised to carefully review the Tender Document and ensure timely submission of all required documents and bid security to avoid disqualification.
