Provision of Security Guards at Begum Nusrat Bhutto Airport Sukkur

The Begum Nusrat Bhutto Airport Sukkur (Pakistan Airports Authority) invites bids for the provision of security guards at Begum Nusrat Bhutto Airport Sukkur, Sindh. This procurement is planned for the financial year 2026-27 under tender reference P75046. The contract duration is for two years with the possibility of extension for six months. The procurement will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Single Stage-Two Envelope procedure and Least Cost Based Selection (LCBS) technique. Items being procured: - Provision of 16 Security Guards on 24-hour basis The scope of work includes watch and ward duties, prevention of unauthorized entry, patrolling and surveillance of airport premises, prevention of pilferage, and prompt reporting of any security incidents. Guards will be deployed at barriers, watchtowers, and main buildings as per the deployment plan of the COO/Airport Manager. The security firm must provide trained, energetic, and healthy personnel equipped with uniforms, weapons, communication devices, torches, metal detectors, and other necessary equipment. A patrolling motorcycle is also required for surveillance. The firm is responsible for pick and drop of its staff without extra cost to PAA. Eligibility criteria include a minimum of three years experience providing security services with at least three clients each having 30 guards, possession of necessary NOCs for running a security company, use of arms, and VHF communication licenses. The firm must have at least 30 trained personnel, audited financial statements for the last three years, EOBI and social security registrations, and a minimum average monthly bank balance of Rs. 1.5 million for the last six months. Blacklisting and regulatory payment undertakings are also required. Bids must be submitted online through EPADS v2.0 by Thursday, August 20, 2026 at 11:00 AM. Bid opening will be on the same day at 11:30 AM. Manual submissions are not accepted.
