Tender Description
The National University of Medical Sciences (NUMS) in Rawalpindi is inviting sealed bids from well-reputed, experienced, and financially sound firms or companies for the purchase of stationery specifically for examination purposes. This procurement is focused on exam stationery and OMR sheets, essential for conducting assessments efficiently and accurately.

The technical scope requires bidders to provide samples of stationery items and OMR sheets during the tender opening for evaluation. This ensures quality and compliance with the university's standards. The procurement process follows the Single Stage - Two Envelopes method, where technical and financial proposals are submitted separately. Technical proposals will be evaluated first based on samples, and only technically qualified bidders will have their financial proposals opened.
Eligibility criteria include a minimum of two years of relevant experience in supplying stationery items and OMR sheets to public or private sector organizations or institutes. Bidders must be registered with relevant tax authorities and appear on the Active Taxpayer List (ATL) of the Federal Board of Revenue (FBR) for GST and Income Tax. A bid security equivalent to 2% of the total bid value is required in the form of a Call Deposit or Bank Draft in favor of NUMS.
Bidding documents can be obtained from the Procurement Directorate of NUMS upon submission of a non-refundable Pay Order or Demand Draft of PKR 3,000 in favor of NUMS. The last date for submission of bids is Thursday, 13th August 2026 by 05:30 hours. Technical proposals will be opened on the same day at or after 10:00 hours in the Conference Room, NUMS (ATR), Adyala Road, Rawalpindi, in the presence of bidders or their authorized representatives.
A practical tip for bidders is to ensure that samples of stationery and OMR sheets are prepared and submitted carefully as they are critical for the technical evaluation. Failure to provide quality samples may result in disqualification regardless of the financial offer.
