The procurement will follow a Single Stage – Two Envelope Bidding Procedure. Items must meet prevailing standards with samples required for many items. The tender requires submission of separate technical and financial proposals in sealed envelopes, including soft copies on CDs. Technical proposals must include GST, NTN, trade tax certificates, earnest money of 2% of contract value, and agency agreements if applicable. Financial proposals should only contain prices inclusive of 18% GST. Bidders must submit tenders by 10 September 2026 by 10:00 AM to the Admin Officer at Public Sector General Hospital, H-11/4, Islamabad. Technical bids will be opened on the same day at 10:30 AM in the presence of bidders. Late submissions or incomplete bids will be rejected. Earnest money will be refunded to unsuccessful bidders after finalization. The hospital reserves the right to increase or decrease quantities and to reject any or all bids. Samples must be submitted with bids where required. A practical tip for bidders is to ensure that the technical and financial proposals are identical in hard and soft copies and that all required documents and earnest money are submitted separately as per instructions to avoid disqualification.
