Purchase of MS-OFFICE 365 Licences

The National Tariff Commission, Pakistan (NTC) based in Islamabad is procuring 60 licenses of Microsoft MS Office 365 App for Standard Business Edition for a period of one year, with the possibility of extension for another year under a Service Level Agreement (SLA). This procurement is planned for the financial year 2026-27 and aims to renew or purchase software licenses to support the Commission's IT infrastructure. The technical scope includes the supply and renewal of 60 MS Office 365 licenses, ensuring the software is brand new, physically fit, and compliant with specifications. The licenses must be delivered within 15 days of the supply order. The successful vendor will be responsible for non-breakable services of the licenses during the contract period and must provide relevant certificates such as country of origin and warranty. The delivery location is the State Life Building No 5, Jinnah Avenue, Islamabad. Eligible bidders must be authorized retailers or distributors registered with the Income Tax Department, possessing valid NTN and GST numbers. They should have relevant seals and support experience. Joint ventures or consortiums are not allowed. Bidders must submit earnest money equal to 5% of the bid value, refundable to unsuccessful bidders. The bid should be valid for at least 30 days and submitted online via EPADS v2.0 by June 18, 2026, 11:00 AM. Manual submissions will not be entertained. The bid opening will occur on the same day at 11:30 AM on EPADS v2.0. Payment will be made quarterly in Pakistani Rupees against actual invoices. The Commission reserves the right to reject any bid prior to acceptance as per Rule 33(1) of the Public Procurement Rules, 2004.
