Tender Description
The Punjab Building Department Rawalpindi invites tenders from Engineering Firms and Contractors for the re-construction of Punjab House Rawalpindi under ADP No 1889 for the financial year 2025-26. The procurement is conducted through the newly introduced e-Procurement System (https://ep.punjab.gov.pk) in line with PPRA Rules (Amended up to date). Firms/Contractors enlisted or renewed with PEC for the current financial year in the relevant category and code are eligible to participate.
Items being procured:
- Re-construction of Punjab House Rawalpindi ADP No 1889
The contractor must produce approved DNIT and relevant specifications/codes. The contract will be awarded on a Single Stage Two Envelope (Technical and Financial) basis. The Technical Bid must be submitted electronically through the Punjab e-Procurement System. The Financial Bid will be opened online after evaluation of technical bids. The contractor must upload all required documents including detailed requirements, terms and conditions, and bid security as per PPRA Rules.
Eligibility requires PEC registration, FBR/ATL compliance, and submission of Earnest Money amounting to Rs. 54.945 Million. The bid security must be in the form of a Call Deposit Receipt (CDR) or Bank Guarantee. Incomplete bids or those not meeting the criteria will be rejected. The department reserves the right to reject any or all bids without assigning reasons.
Key dates include the last date for submission of Technical and Financial bids on 27.08.2026 at 12:30 PM, opening of Technical Bids on 27.08.2026 at 01:00 PM, and opening of Financial Bids after 05 days of uploading the evaluation report of technical bids at 11:30 AM. Bids must be submitted via the e-Procurement System only.
