Tender Description
The Sukkur Electric Power Company (SEPCO) invites bids for the reclamation of 100-KVA damaged distribution transformers (repairable) under Tender No. 1397/26 for the financial year 2026-27. This procurement is for non-consultancy services involving the repair and reclamation of transformers at SEPCO's Regional Stores in Rohri and Larkana, Sindh. Items being procured:
- Reclamation of 427 damaged 100-KVA distribution transformers (Amendment No.4)
- Reclamation of 47 damaged 100-KVA distribution transformers (Amendment No.5)
The scope includes free lifting of damaged transformers from designated SEPCO locations, transportation to approved workshops, dismantling, repair or replacement of defective components, rewinding, replacement of transformer oil, drying, reassembly, routine testing as per NTDC approved specifications DDS-84:2007 (Amendment No.4) and DDS-84:2020 (Amendment No.5), inspection and acceptance by SEPCO, and free delivery of reclaimed transformers back to the Regional Stores Rohri and Larkana. The contractor must complete reclamation within 45 days of the release order and deliver accepted transformers within 3 working days after inspection.
Eligibility criteria include PEC category M-1 prequalification, registration with FBR and ATL status, experience of at least two transformer reclamation contracts, and submission of bid security of Rs. 2,815,899 valid for 148 days. Bidders may participate as joint ventures with up to three members. The bid submission is through EPADS v2.0 only, with a deadline of September 28, 2026, at 10:30 AM, and bid opening at 11:30 AM the same day.
Technical specifications require compliance with NTDC DDS-84:2007 and DDS-84:2020 standards, including transformer construction, core material, insulation, bushings, oil quality, and testing protocols. Warranty of 12 months is provided with free pick and drop and rectification of warranty failures within 30 days. Liquidated damages of 2% per month up to 10% of contract value apply for delays.
Bidders must submit all required documents including CNIC/NICOP, FBR registration, bank statements, integrity pact, and bid security. The bid price must be firm and on FCS basis including free lifting and delivery after reclamation. The contract period is one year with possible extension.
