Tender Description
The Sukkur Electric Power Company (SEPCO) invites bids for the reclamation of 200-KVA damaged distribution transformers (repairable) under Tender No. 1398/26. This procurement is for the financial year 2026-27 and involves the repair and reclamation of transformers at SEPCO Regional Stores in Rohri and Larkana, Sindh. Items being procured:
- 447 units of 200 KVA damaged distribution transformers (Amendment No.4)
- 50 units of 200 KVA damaged distribution transformers (Amendment No.5)
The scope includes free lifting of damaged transformers from designated SEPCO locations, transportation to approved workshops, dismantling, repair or replacement of defective components, rewinding, replacement of transformer oil, drying, reassembly, routine testing as per NTDC approved specifications DDS-84:2007 (Amendment No.4) and DDS-84:2020 (Amendment No.5), inspection and acceptance by SEPCO, and free delivery of reclaimed transformers back to SEPCO stores. The contractor must complete reclamation within 45 days of release order and deliver within 3 days after inspection acceptance. A 12-month warranty is provided including free pick & drop and rectification of warranty failures within 30 days.
Eligibility requires PEC category M-1 prequalification, registration with FBR and ATL status, and prior experience of at least two transformer reclamation contracts. Bid security of Rs. 5,563,615 is required. Bids must be submitted online via EPADS v2.0 by 28 September 2026 at 10:30 AM. Manual bids are not accepted. Technical and financial bids will be evaluated on a least cost basis. The contract period is one year with possible extension. Liquidated damages of 2% per month up to 10% apply for delays.
Bidders should ensure compliance with detailed technical specifications, including transformer core material, insulation, bushings, oil quality, and painting. Inspection and testing will be conducted at contractor premises and authorized labs. The transformers must meet strict quality and performance criteria as per NTDC specifications. Bidders are advised to carefully review all bidding documents and submit complete bids with all required documents and declarations.
A practical tip for bidders: Register early on EPADS v2.0 and ensure all bid security and documentation requirements are met to avoid disqualification. Timely lifting and delivery as per schedule is critical to avoid liquidated damages and maintain good standing for future contracts.
