Tender Description
The Islamabad Electric Supply Company (IESCO) invites sealed bids for the reconstruction of the fallen and tilted boundary wall along with RCC retaining wall at the IESCO Regional Store located in New Wah under the Repair & Maintenance Head for the financial year 2026-27. This procurement is being conducted under National Competitive Bidding (NCB) with the reference number P109351 and an estimated cost of Rs. 7,672,030 inclusive of Provincial Sales Tax (PST). The project involves civil works including dismantling brickwork, cleaning bricks, excavation in foundation, cement concrete plain and RCC work, supplying and fabricating intermediate grade deformed reinforcement, brickwork, cement plaster, fixing razor barbed wire fencing, earth filling and ramming, laying and testing PVC pipeline, and other related construction activities as detailed in the bill of quantities. Items being procured:
- Dismantling brick work in cement mortar (15.009 Cum)
- Scraping or cleaning bricks dismantled from masonry (6993.378 No)
- Excavation in foundation of building, bridges and other structures including dag belling, dressing, refilling around structure with excavated earth, watering and ramming (217.626 Cum)
- Cement concrete plain including placing, compacting, finishing and curing complete (20.185 Cum)
- RCC work using coarse sand excluding steel reinforcement (95.303 Cum)
- Supplying and fabrication of intermediate grade deformed reinforcement for RCC (9162.22 kg)
- Brickwork other than building including striking of joints (56.711 Cum)
- Cement plaster 13mm ratio 1:4 (440 Sqm)
- Providing and fixing razor barbed wire fencing (45.717 Mtr)
- Filling, watering and ramming earth under floors (217.626 Cum)
- Providing, laying into trenches, jointing and testing PVC class 'B' pipeline 75mm (12.191 Mtr)
- Cement concrete plain including placing, compacting, finishing and curing complete (58.120 Cum)
The scope includes reconstruction of the fallen/tilted boundary wall with RCC retaining wall and construction of rainwater drain at the specified site. Eligible bidders must have valid Pakistan Engineering Council (PEC) registration for the year 2026-27 with Category C-6 specialization codes CE-02, CE-10 & EE-05, along with up-to-date registration in Provincial Revenue Authority for sales tax on services and Islamabad Capital Territory (ICT) as applicable. Joint ventures are allowed with up to two members. Bidders must provide documentary evidence of construction experience, financial capacity, technical staff, equipment, and must not be blacklisted. The contract duration is 45 days after signing the agreement. Bids must be submitted electronically through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal by Monday, September 28, 2026 at 11:00 AM. Manual submissions will not be accepted. Bid security in the form of Call Deposit, Bank Guarantee, or Demand Draft must be submitted in original to the Head Office, Street # 40, Sector G-7/4, Islamabad Capital Territory before bid opening. Technical bids will be evaluated on a Least Cost Based Selection (LCBS) basis. The bid opening will be conducted on the same day at 11:30 AM via EPADS. The procuring agency reserves the right to reject all bids as per PPRA rules. Bidders are advised to carefully review the bidding documents available on EPADS and ensure compliance with all requirements. One practical tip for bidders is to register early on EPADS v2.0 and review the tutorial video to avoid last-minute technical issues during bid submission.
