Rehabilitation Work and Re-Construction of Tilted and Fallen Portion of Boundary Wall at 132kV Grid Station Oghi

The Hazara Electric Supply Company (HAZECO) invites bids for the rehabilitation and re-construction of the tilted and fallen portion of the boundary wall at the 132kV Grid Station Oghi located in Abbottabad, Khyber Pakhtunkhwa. This procurement is planned for the financial year 2026-27 and is open to contractors registered with the Pakistan Engineering Council (PEC) under category C-6 & above with specialization code CE-10, having at least five years of construction experience. The project requires bidders to have completed at least two civil contracts of similar nature and scope within the last five years, each with a value not less than 50% of the estimated cost. The bid security must be submitted as a Call Deposit Receipt (CDR) amounting to 3% of the estimated cost, with an additional 2% required if the bid is 10% below the engineer's estimate. Items being procured: - Dismantling brick work in cement mortar (144.06 Cum) - Dismantling D.P.C of cement concrete 40mm thick (2.07 Cum) - Dismantling cement concrete plain 1:4:8 (13.50 Cum) - Excavation in foundation of buildings including dressing, refilling, watering and ramming (249.51 Cum) - Cement concrete plain 1:4:8 without shuttering (42.52 Cum) - Cement concrete plain 1:2:4 without shuttering (142.23 Cum) - Supplying and fabrication of intermediate grade deformed reinforcement for R.C.C. (6286.63 Kg) - Reinforced cement concrete work in roof slabs, beams, columns, rafts, lintels (69.64 Cum) - Brick work in foundation & plinth in cement sand mortar 1:5 (56.25 Cum) - Damp proof course with cement sand and shingle concrete 1:2:4 including asphaltic coats (51.00 Sqm) - Brick work other than building including striking of joints up to 3.0m height in cement sand mortar 1:5 (84.18 Cum) - Cement plaster (1:3) up to 1st floor height 20mm thick (912.00 Sqm) - Providing and fixing G.I. angle iron posts for barbed wire fencing (55 Each) - Providing and fixing 7 rows barbed wire fencing around switch yard (150.00 Rm) - White washing three coats (732.00 Sqm) - Providing, lowering and laying into trenches and jointing cement concrete reinforced pipeline 300mm internal diameter (300.00 Rm) The scope includes dismantling, excavation, concrete works, reinforcement, brickwork, plastering, fencing, and pipeline laying as per the detailed Bill of Quantities. The site is located at the 132kV Grid Station Oghi, Abbottabad district. Bidders must submit their bids online through EPADS v2.0 by August 18, 2026, 12:00 PM, with bid opening at 12:30 PM the same day. Manual submissions will not be entertained. The contract duration is 60 days from the start date, which is within seven days after site possession. The contract price is fixed and includes all applicable taxes including 5% KPRA tax. Eligibility criteria require valid PEC registration, FBR and KPRA tax registration, financial soundness with audited records for the last three years, and relevant construction experience. Bidders must also submit a method statement and an undertaking regarding blacklisting and litigation status. The bid security must be submitted in original form to the Project Director at 66 KV Grid Station, Murre Road, Abbottabad.
