Tender Description
Hazara Electric Supply Company (HAZECO) invites experienced contractors registered with PPRA EPADS and Pakistan Engineering Council (PEC) for rehabilitation and reconstruction works at two 132KV grid stations in Abbottabad region. The procurement is under National Competitive Bidding (NCB) using the Single Stage One Envelope e-Bidding method.
Items being procured:
- Rehabilitation work and reconstruction of tilted and fallen portion of boundary wall at 132KV Grid Station Balakot
- Rehabilitation work and reconstruction of tilted and fallen portion of boundary wall at 132KV Grid Station Oghi
The works involve civil construction focused on boundary wall repair and reconstruction at the specified grid stations. Contractors must have PEC registration category C-6 & Above (CE-10) and demonstrate at least five years of relevant construction experience. Bidders must be active taxpayers with FBR and KPRA and provide audited financial records for the last three years from ICAP-registered firms. Completion certificates and work orders for at least two similar civil contracts in the last five years are required.
The estimated costs are Rs. 16,767,003 for Balakot and Rs. 14,029,296 for Oghi. Bid security of 3% of the estimated cost must be submitted as a CDR from a scheduled bank in favor of HAZECO Abbottabad before bid closing. Bidders quoting 10% below the estimate must submit an additional 2% bid security.
Bids must be submitted online via the E-Pak Acquisition & Disposal System (E-PADS) portal (http://www.eprocure.gov.pk) by 18 August 2026. Bid opening times are 11:30 and 12:30 hours respectively for the two tenders. Incomplete or conditional bids will be rejected.
A practical tip for bidders: Ensure your PEC registration and FBR tax status are fully updated and documented before bidding, as these are strictly verified. Also, carefully review the detailed bidding documents available on EPADS and at the Project Director GSC office in Abbottabad to avoid disqualification due to incomplete submissions.
