Pakistan Railways Headquarters Office Lahore is inviting proposals for the rehabilitation, up-gradation, operation, maintenance and management of three closed/non-operational Pakistan Railways schools located in Quetta and Karachi divisions under a Public Private Partnership (PPP) model on Rehabilitate-Upgrade-Operate-Transfer (RUOT) basis. The project involves outsourcing these schools to private investors for a concession period of 30 years including a 2-year mobilization period. The schools included are P.R Industrial School Quetta, P.R Secondary School Kotri Karachi, and P.R Secondary School Pipri Karachi.

The scope includes upgrading the schools, potentially into colleges or universities, managing education quality, hiring and training staff, student affairs, admissions, and fee policy. The concessionaire will be responsible for financing the project, obtaining all necessary permits, and ensuring compliance with applicable laws. The concessionaire must also develop software for revenue tracking and establish an escrow account for revenue sharing with Pakistan Railways. A 25% admission quota is reserved for children of Pakistan Railways employees with capped fees.
Eligibility requires bidders to have relevant experience in education management, financial strength with minimum turnover and net worth depending on the school category, and valid tax registration. Technical proposals will be evaluated on experience, methodology, financial strength, and work plan. Financial proposals will be evaluated based on the highest gross revenue share offered to Pakistan Railways.
Key dates include a pre-bid meeting on 2026-08-05 11:00:00 at the office of Director General/Education, Pakistan Railways Headquarters, Lahore. Technical and financial proposals must be submitted by 2026-08-25 14:00:00 to the same address. Technical proposals will be opened on the same day at 14:30. Separate proposals are required for each school if bidding for multiple schools.
