Tender Description
Pakistan Railways (PR) invites qualified bidders to participate in the competitive bidding process for the Rehabilitation, Up-gradation and Operation of Pakistan Railways Schools on a Rehabilitate-Upgrade-Operate-Transfer (RUOT) basis under Public Private Partnership (PPP) mode. This project covers multiple educational institutes owned by PR located in various cities including Rohri, Risalpur, Sukkur, and Khanewal. The concession period is 30 years including mobilization. The scope includes rehabilitation, up-gradation, financing, operation, maintenance, and management of the Project Schools, ensuring quality education, fee collection, and transfer of rights back to PR at the end of the concession. The concessionaire will also develop software for revenue tracking and share gross revenue with PR as per agreed terms.
Items being procured:
- Rehabilitation, Up-gradation, Financing, Operation and Maintenance of P.R. Girls High School Rohri (Area 8.8 Kanals)
- Rehabilitation, Up-gradation, Financing, Operation and Maintenance of P.R. Girls High School Risalpur (Area 48.1 Kanals)
- Rehabilitation, Up-gradation, Financing, Operation and Maintenance of P.R. Girls High School Sukkur (Area 9.9 Kanals)
- Rehabilitation, Up-gradation, Financing, Operation and Maintenance of P.R. Boys High School Sukkur (Area 11.7 Kanals)
- Rehabilitation, Up-gradation, Financing, Operation and Maintenance of P.R. Girls Middle School Khanewal (Area 31.0 Kanals)
The concessionaire is responsible for all costs, obtaining permits, financing, and compliance with applicable laws. The concessionaire must maintain educational standards, manage staff, and ensure security of the Project Schools. A performance security bank guarantee is required, varying by school category. The concessionaire must also provide a detailed technical proposal including methodology, work plan, and financial capability. Bidders must submit separate proposals for each school they bid on.
Eligibility criteria include minimum turnover, net worth, and experience in education management. The bidding process follows a single stage two envelope system with technical and financial proposals submitted separately. The highest gross revenue share quoted to PR will determine the successful bidder. Key dates include a pre-bid meeting on October 15, 2026, and bid submission deadline on November 5, 2026 at 14:00 hours. Bids must be submitted to the Director General Education, Pakistan Railways, Lahore.
Bidders are advised to conduct their own due diligence and site visits. The concessionaire will be required to develop and maintain accounting software for revenue sharing and submit regular reports. The concessionaire must also adhere to the fee structure and quota for children of railway employees as specified. This is a significant opportunity for qualified firms to partner with Pakistan Railways in upgrading and managing its educational institutions with a long-term concession agreement.
A practical tip for bidders: Ensure your technical proposal comprehensively addresses the management and educational quality improvement plans, as well as financial strength, to meet the minimum technical score of 65 marks required to qualify for financial bid opening. Early preparation and site visits will strengthen your bid and compliance with the detailed requirements of the RFP and draft concession agreement.
