Tender Description
This tender invites qualified bidders to rehabilitate, upgrade and operate Pakistan Railways closed schools located in Lahore, Karachi, Faisalabad, and Risalpur under a 30-year Rehabilitate-Upgrade-Operate-Transfer (RUOT) Public Private Partnership (PPP) model. The project covers five non-operational educational institutes across three categories based on size and location, including tehsil, district, and provincial headquarters levels. The concessionaire will be responsible for financing, upgrading infrastructure, managing education quality, hiring and training staff, and maintaining the schools. The concession includes a 25% admission quota for children of Pakistan Railways employees with capped fees. The concessionaire may also introduce English medium and international curricula while adhering to the fixed fee structure and quotas.
Bidders must demonstrate relevant experience in education management, financial strength, and a detailed methodology for school governance, student assessment, teacher development, and community engagement. Technical proposals will be evaluated on experience, financial capacity, and proposed work plan, requiring a minimum score of 65 out of 100 to qualify for financial bid opening. Financial bids will be evaluated based on the highest gross revenue share offered to Pakistan Railways.
Bidders must provide a bid bond, audited financial statements, NTN certificates, and comply with all applicable laws and PPP regulations. The concessionaire will provide a performance guarantee and develop software for daily revenue tracking and escrow management. The project requires compliance with PEC categories, FBR/ATL status, and tax obligations.
The submission deadline is 3rd March 2026 at 14:00 hours, with technical bids opened the same day and financial bids opened after technical evaluation. Proposals must be submitted in sealed envelopes with separate technical and financial bids.
