Tender Description
Pakistan State Oil Company Limited (PSO) invites quotations for the comprehensive rehabilitation of Vertical Storage Tank #303 located at the Keamari Terminal in Karachi. This extensive project covers civil, mechanical, coating, testing, calibration, and piping works to restore the tank to optimal operational condition.
Items being procured include:
- Civil works: dismantling asphalt carpet and existing floor, excavation, concrete laying (1:2:4 and 1:4:8), cement plaster, waterproofing with PB4 bitumen, sand filling, installation of deformed steel reinforcement, and earthing of tank.
- Mechanical works: cutting and removal of steel structures, fabrication and erection of tank shell and supporting structures, pit build-up services, weld seam repairs, scaffolding provision, and installation of stainless steel mesh.
- Tank coating: grit blasting, painting of tank roof, shell, platforms, application of epoxy primer and finish coats, coal tar epoxy coating, mechanical cleaning, and stenciling.
- Testing and calibration: vacuum box testing of bottom and roof, hydrostatic testing, calibration by optistrap method, oil penetrant testing, leak testing of nozzles, radiographic testing, magnetic particle inspection, and dye penetrant testing.
- Receipt and delivery piping works: cutting, removal, shifting, placing, welding, bolting, unbolting of pipes and flanged joints of various diameters, installation of valves (gate, ball, check), dip hatch covers, flame/cold cutting, hydrostatic testing of piping systems.
- Supply of materials: carbon steel pipes (various diameters and schedules), steel plates, steel structures, deformed steel bars, stainless steel mesh, valves, elbows, flanges, weld-olets, pressure relief valves, tees, reducers, and other piping accessories.
The scope demands adherence to relevant standards such as API-650 for tank design, API 5L for pipes, ASME B16.5 for flanges, ASTM specifications for materials, and welding standards including ASME B31.3 and API 1104. All welding and testing procedures must comply with PSO's requirements and approved inspection companies.
Eligible bidders should be registered with PEC for relevant categories, possess valid FBR registration, and demonstrate experience in similar large-scale tank rehabilitation projects. Earnest money and bid security requirements apply as per PSO's procurement rules.
The tender is published on 23rd July 2026 with a submission deadline on 11th August 2026. Bids must be submitted to the Pakistan State Oil Company Limited office in Karachi.
