Tender Description
The State Bank of Pakistan Banking Services Corporation (SBP BSC) Karachi is procuring the Renewal of License and Technical Support of the Ivanti IT Asset Management System for a period of one year from March 2026 to March 2027. This procurement is specific to the General Services Department, located in Karachi, Sindh. The scope includes renewal of existing licenses, upgrading to the latest released version, and providing OEM-backed local technical and maintenance support services. The system manages enterprise-wide IT and non-IT asset inventory, contract and license management, integration with service support systems, customized dashboards, and real-time auto-discovery of assets. The supplier will also provide onsite support, training, and ensure installation of security patches to resolve IT security vulnerabilities as reported by the Bank's Cyber Security Department.
Eligible bidders must be registered with the Federal Board of Revenue (FBR), appear on the Active Taxpayers List (ATL), and have verifiable experience of at least one similar assignment in the last five years. The bidder must have a local service/support office in Karachi and demonstrate financial strength with an annual turnover of at least PKR 30 million in any of the last three financial years. Joint ventures are not allowed. Bidders must submit a bid security of PKR 160,000 in an acceptable form and upload a scanned copy on EPADS, with the original submitted before the closing date.
The tender follows the Single Stage Two Envelope Procedure with separate technical and financial proposals to be submitted electronically via EPADS by 11:00 AM on 4th May 2026. Technical bids will be evaluated on a compliance basis, and only technically qualified bidders' financial bids will be opened. The contract will be awarded to the lowest evaluated bidder meeting all eligibility and technical criteria. The supplier must provide a performance guarantee of 5% of the contract value and comply with all terms including delivery, installation, commissioning, and warranty obligations.
A practical tip for bidders is to ensure timely submission of the original bid security instrument to avoid disqualification, as only electronic submission of bids is accepted and manual bids will be rejected. Also, bidders should carefully review the technical compliance requirements and provide all supporting documentation as per the forms specified in the bidding documents to avoid rejection at the preliminary examination stage.
