Renewal and Revalidation of OEM Warranty and License Period for Storage and Firewall

Pakistan Electronic Media Regulatory Authority (PEMRA) invites eligible consultants and firms registered on EPADS v2.0 to submit proposals for renewal and revalidation of OEM warranty and license services for its storage and firewall infrastructure. The procurement will support PEMRA operations for financial year 2026-27 and will be delivered at PEMRA HQ, Mauve Area, Sector G-8/1, Islamabad Capital Territory. Mandatory item list: Position 1, Firewall SLA, quantity 1, bid security **PKR 500,000**, delivery location PEMRA HQ, and delivery schedule 05 days. Position 2, Dell Storage Area Network (SAN), quantity 2, bid security **PKR 50,000**, delivery location PEMRA HQ, and delivery schedule 05 days. The firewall requirement covers FortiGate 60F license renewal for five years, including FortiCare support, firmware and general updates, intrusion prevention, antivirus and anti-malware, outbreak prevention, web filtering, application control, and DNS filtering. The SAN requirement covers Dell EMC PowerVault ME4084 support renewal for three years, including 24 x 7 ProSupport, next-business-day parts support, onsite service after remote diagnosis, and current firmware, software updates, and patches. Eligible firms must hold valid authorized dealership or manufacturer-certified partnership credentials for Dell Storage and or Fortinet FortiGate products in Pakistan, have at least three years of relevant IT or similar business experience, maintain an established office and service or warranty centre in Pakistan, and provide required financial, tax, experience, non-blacklisting, and bank documentation. Bidders must appear on the FBR Active Taxpayer List for income tax and sales tax. Proposals must include the prescribed bid security or bid securing declaration. The procurement uses the Least Cost Based Selection technique with a technical passing score of 60 out of 100. Proposals must be submitted online through EPADS v2.0 by **20 August 2026 at 11:00 AM**. Financial and technical proposals will be handled electronically, and bids will open on EPADS at **20 August 2026 at 11:30 AM**. Hard copy of the bid security must reach PEMRA HQ, Mauve Area, Sector G-8/1, Islamabad. Manual RFP submission is not permitted. Firms should register early, verify OEM authorization validity, and upload complete technical evidence before the deadline.
