Renewal of Existing Oracle (Enterprise Edition) License Support/Maintenance/Updates for Three Years

The Directorate General Immigration & Passports Islamabad invites bids for the renewal of existing Oracle (Enterprise Edition) license support, maintenance, and updates for a period of three years under contract CSI-20084703. This procurement is planned for the financial year 2026-27 and will be executed through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The scope includes comprehensive annual maintenance and support services, integration, and testing of Oracle database environments at the Directorate General Immigration & Passports headquarters located in Sector G-8/1, Islamabad. Items being procured: - Renewal of Oracle Enterprise Edition License Support/Maintenance/Updates for 36 months - Oracle creation Test/UAT environment (1 job) - Coordination with Application vendors (1 job) - Integration and testing (1 job) - Migration/upgrade (1 job) - Up-gradation from Oracle 12C to 19C (Patching) (1 job) - DBA track training for 3 persons (3 jobs) The technical scope covers the creation of test and UAT environments, coordination with application vendors for testing and support, integration and testing of upgraded environments with software applications, migration and upgrade support, and patching from Oracle 12C to 19C or latest version. Additionally, the contractor must provide DBA track local training with certification vouchers to DGIP staff. Eligibility criteria include valid NTN/ATL and GST registration, proof of registration with SECP or Registrar of Firms, minimum three years of experience in maintenance and support of IT equipment, financial soundness with a minimum credit amount of PKR 10 million, and satisfactory performance references from at least three clients. Bidders must also provide a service/support mechanism and ensure 24/7/365 onsite support without extra charges. Bids must be submitted online via EPADS v2.0 by Thursday, November 12, 2026, at 11:30 AM. Manual submissions will not be accepted. Bid security of PKR 1,400,000 is required, and original bid security documents must be submitted to Sector G-8/1, Islamabad. Technical and financial bids will be opened on the same day at 12:00 PM on EPADS. The procurement will follow the Least Cost Based Selection (LCBS) technique under the Single Stage Two Envelope procedure.
