Tender Document
Tender Description
The National Disaster Risk Management Fund (NDRMF) based in Islamabad Capital Territory is procuring the renewal and purchase of annual software licenses/subscriptions for the financial year 2026-27. This procurement is for non-consultancy services involving software licenses critical for organizational operations.
Items being procured:
- Annual Subscription of Microsoft 365 Business Standard (60 units)
- Annual Subscription of Microsoft 365 Business Basic (5 units)
- Annual Subscription of Planner & Project Plan 3 (5 units)
- Annual Subscription of Visio Plan 2 (3 units)
- Annual Subscription of Power BI Pro (2 units)
The scope includes provision of valid one-year licenses/subscriptions for the above software products. The subscriptions will be activated on designated NDRMF email IDs provided to the selected service provider. The price quoted must be inclusive of all applicable taxes and remain fixed during the bid validity period. The delivery schedule requires completion within 15 days following contract signing.
Eligibility criteria require bidders to be registered with FBR and possess ATL status. Bidders must have at least three years of experience supplying similar software licenses to private or public organizations, supported by documentary evidence such as contracts or delivery certificates. Blacklisting by any government or private sector entity disqualifies bidders. Bidders must also provide an undertaking confirming the licenses quoted are genuine and authenticated by the principal provider.
The tender follows a National Single Stage-One Envelope procurement method with Least Cost Based Selection (LCBS) technique. Bids must be submitted online through EPADS v2.0 by **Friday, July 24, 2026 10:00 AM**. Manual submissions are not accepted. The bid security must be submitted in original form to the Manager Procurement at 5th Floor, EOBI House, G-10/4, Islamabad before the deadline.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and carefully follow the bid submission instructions to avoid disqualification. Also, prepare all required documentary evidence upfront to demonstrate eligibility and experience. Strict adherence to bid security submission requirements is critical to avoid rejection.
This tender offers a valuable opportunity for qualified suppliers to provide essential software licenses to a key national disaster management agency in Islamabad.
