Tender Description
The Federal Directorate of Education (FDE), Ministry of Federal Education and Professional Training, Islamabad, is inviting bids for the renovation of laboratories in its educational institutions. This project aims to improve the quality of science and technology education by upgrading existing laboratories for Physics, Chemistry, Biology, and Combined Science to modern international standards. The scope includes civil works, electrical and mechanical works, plumbing, and provision of market items. The project covers 60 laboratories across various FDE schools in Islamabad, including 15 Physics labs, 4 Chemistry labs, and 41 Combined Science labs.
Items being procured:
- Civil Works including dismantling, marble flooring, WPC wall paneling, painting, window and door repairs, kitchen cabinets, laboratory tables and stools, soft boards, and interactive screens
- Plumbing Works including sinks, bathroom sets, bib cocks, mixing valves, traps, and pipes
- Electrical and Mechanical Works including cables, switches, sockets, exhaust fans, ceiling fans, and LED tube lights
The works shall be executed in accordance with the Bill of Quantities, Technical Specifications, Drawings, and other requirements contained in the bidding documents. The contract period is 6 months with an additional 1 month defect notification period. Bidders must be registered with Pakistan Engineering Council in category C-3 or above, have valid FBR registration, and meet financial and technical eligibility criteria. Bids must be submitted electronically through EPADS v2.0 portal by 14 September 2026 at 2:00 PM. Technical proposals will be opened the same day at 2:30 PM, and financial proposals of technically qualified bidders will be opened later. Manual bids will not be accepted.
Bidders are advised to attend the pre-bid meeting on 3 September 2026 at 11:00 AM at PMU, G7/1 Islamabad. Bid security of Rs. 10,000,000 in the form of Call Deposit Receipt is required. The evaluation will be based on Quality and Cost Based Selection (QCBS) with 70% weightage to technical and 30% to financial proposals. The contract will be awarded to the most advantageous bidder meeting all criteria. The project is funded by the Federal Directorate of Education for the financial year 2026-27.
A practical tip for bidders: Ensure timely registration and submission on EPADS v2.0 portal and provide complete documentation including JV agreements if applicable, to avoid disqualification. Also, carefully review the detailed Bill of Quantities and technical specifications to prepare a competitive and compliant bid.
