Tender Description
NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights.
The Punjab Walled Cities and Heritage Areas Authority (PWCA) invites rental/lease offers from eligible companies, firms, organizations, institutions, and individuals for the leasing/renting of Brown House No. 1088 for a period of one (01) year for an appropriate and approved adaptive reuse. Brown House No. 1088 is a heritage property of historical, architectural, and cultural significance located in Lahore. The property has been conserved and preserved by the Authority and is intended to be utilized through appropriate adaptive reuse while maintaining its original architectural character, historic fabric, and cultural values.
Items being leased:
- Brown House No. 1088 (heritage property)
The successful bidder will be responsible for the proper use, maintenance, cleanliness, safety, and preservation of the heritage property in accordance with the terms and conditions of the Lease Agreement. No structural alteration, construction, modification, or activity affecting the heritage character of Brown House shall be undertaken without prior written approval of PWCA.
Interested parties may obtain the bidding/tender documents from the office of the Deputy Director (L&R) during working days/hours upon payment of a prescribed tender document fee of Rs.1,000/- before the last date for submission of bids. The Technical and Financial Proposals must be submitted separately in two sealed envelopes clearly marked as 'TECHNICAL PROPOSAL' and 'FINANCIAL PROPOSAL' respectively. A Bid Security of Rs.100,000/- (Rupees One Hundred Thousand Only) in the prescribed form must be submitted along with the bid documents.
The Technical Proposals shall be received up to 22-09-2026 at 11:30 AM and will be opened publicly at 12:00 PM on the same day at the Committee Room office of the Punjab Walled Cities & Heritage Areas Authority. Financial Proposals of only technically qualified bidders will be opened subsequently as per the prescribed bidding procedure.
The bidding will be conducted through Single Stage–Two Envelope Procedure in accordance with the applicable Punjab Procurement Rules. Proposals will be evaluated and rejected strictly based on prescribed eligibility and evaluation criteria. The successful bidder will be responsible for all applicable taxes, utility charges, maintenance, cleanliness, safety, and other operational expenses.
A practical tip for bidders: Ensure your Technical Proposal clearly demonstrates your capability to maintain and preserve the heritage character of the property, as this is critical for qualification. Also, submit all mandatory legal, tax, financial, and experience documents as prescribed in the TORs to avoid disqualification.
The Director General, PWCA reserves the right to postpone or cancel the bidding process at any stage.
