Rental Services of Machinery Under Open Frame Work Agreement

Pakistan Mineral Development Corporation (PMDC), under the Ministry of Energy (Petroleum Division), Islamabad, is inviting pre-qualification documents from eligible and experienced firms or consortia for rental services of machinery under an open frame work agreement. This procurement is specifically for rental services of machinery to support PMDC projects across Pakistan, with a focus on Punjab. The scope includes providing rental machinery such as wheel loaders, bucket loaders, excavator machines, generators, mobile cranes, compressors, tractor trolleys, and water tankers. The selected firms must ensure timely availability and quality of rental services at designated PMDC sites, maintain disciplined drivers with valid licenses, and comply with all traffic laws without additional cost to PMDC. Firms must be registered with Sales Tax/Income Tax Department/PRA and be on the active taxpayers list of the Federal Board of Revenue. They should demonstrate a minimum of three years’ experience in bulk rental services, preferably with public sector or large industrial corporations, and have operational presence and network coverage across Pakistan, preferably Punjab. Valid NTN and PST registrations are mandatory, along with audited financial statements for the last three years if available. Proposals must be submitted in sealed covers to the AVP (Procurement) at PMDC Head Office, Islamabad, by 1100 hours on 3rd June 2026. The technical bid should be prepared carefully, including all required documents such as company profile, legal status, relevant experience, operational capacity, and financial soundness. Earnest Money in the form of a Pay Order/Bank Draft of Rs. 50,000 is required from pre-qualified firms for financial bids. A practical tip for bidders is to ensure all documentation is complete and submitted on time, as late or incomplete submissions will be rejected. Also, visiting the PMDC Head Office to obtain detailed terms and conditions for Rs. 1,500 is recommended to fully understand the requirements and avoid disqualification.
