Tender Description
Pakistan Broadcasting Corporation (PBC), headquartered in Islamabad, is offering an opportunity for renting its underutilized lands and properties located at prime and highly commercial locations across Pakistan. This procurement aims to maximize revenue generation through optimal utilization of these assets without affecting PBC's core broadcasting functions. The properties include lands and buildings in major cities such as Karachi, Bahawalpur, Larkana, Rawat, and Islamabad Sector I-14, suitable for commercial development including transportation, logistics, warehousing, medical colleges, marquees, banks, ATMs, and other profitable ventures.
The scope involves leasing land parcels ranging from a minimum of 5 Kanal (22,500 sq.ft) to a maximum of 50 Kanal (225,000 sq.ft). The lessee will be responsible for planning, designing, and constructing infrastructure compliant with national and provincial laws, building codes, and environmental regulations. The constructed infrastructure will remain the property of PBC. The lease term is initially 10 years, extendable upon mutual consent, with a 10% annual rent increase compounded yearly. Utilities will be registered in PBC's name but paid by the tenant. The lessee must obtain all necessary permissions and maintain the premises suitably.
Eligible bidders include multinational companies, financially sound public limited companies, state-owned entities, banks, warehouse companies, hotels, restaurants, sports clubs, medical colleges, and allied services. Registration with SECP, active FBR tax payer status, PPRA registration, and affidavits of no litigation or blacklisting are mandatory. Proof of relevant licenses and past experience in commercial or infrastructure development is required. A bid security of 2% of the annual offered value must be submitted as CDR or bank draft.
The submission deadline and bid opening dates are to be announced. Bids must be submitted to the Director Administration, 4th Floor, PBC Headquarters, Sector G-5, Islamabad. Bidders should ensure their technical and financial bids are complete and comply with all requirements to avoid rejection.
