Tender Description
The State Life Insurance Corporation of Pakistan, through its In-Charge Real Estate at Hyderabad, invites bids for comprehensive repair and renovation works at the State Life Building located in Mirpur Khas, Sindh. This project specifically involves dismantling damaged brick facing, fixing new brick facing, and provision of iron pipe scaffolding to ensure safe working platforms. The scope covers civil works including removal and disposal of debris, installation of brick facing with cement-sand mortar, and erection of tubular steel scaffolding.
Bidders must be registered with the Pakistan Engineering Council (PEC) in category C-5 or above, possessing relevant PEC codes CE-10 (ii), CE-10 (vii), CE-10 (viii), CE-11 & EE-11. Active registration on the Federal Board of Revenue (FBR) and Sindh Revenue Board (SRB) is mandatory, along with submission of last year's income tax return and bank financial capability certificates. Experience of executing similar projects in government, semi-government, or private sectors within the last three years is required, supported by documentary evidence and completion certificates.
The procurement follows the Single Stage One Envelope method with bids to be submitted electronically via the E-Pak Acquisition and Disposal System (EPADS). The bid security amount is PKR 200,000, payable via pay order or demand draft in favor of State Life Insurance Corporation of Pakistan. Hard copies of bid security must be submitted in person to the In-Charge Real Estate office at State Life Building, Hyderabad. Bids must be valid for 180 days and submitted before the specified deadline in 2026, with late submissions being rejected.
The tender emphasizes strict compliance with technical specifications, safety, and disposal regulations as per municipal rules. The contract duration is three months with a defect liability period of six months. The successful bidder will be required to furnish a performance security equivalent to 5% of the contract price. The submission address is AGM/In-Charge Real Estate, State Life Building, 7th Floor, Thandi Sarak, Hyderabad.
A practical tip for bidders is to ensure timely registration and familiarization with the EPADS system to avoid disqualification due to technical submission errors. Also, bidders should carefully prepare their technical and financial bids to cover the complete scope, as partial bids will be rejected. Early preparation of bid security and performance guarantees will facilitate smooth contract award and commencement.
