Repair and Supply of Man Hole Covers and Frames in Pakpattan District

District Council Pakpattan invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System for development works in Pakpattan. Contractors/Firms must be duly enlisted or renewed with the Pakistan Engineering Council (PEC) for the Financial Year 2026-27 and fulfill all eligibility requirements prescribed in the bidding documents. The procurement will be conducted in accordance with the Punjab Procurement Rules, 2014 (as amended) through the Punjab e-Procurement System. Items being procured: - Providing / Laying Tuff Tile Jamal Chowk District Council Pakpattan - Repair / Raising of man holes, Providing / Fixing of man holes covers and frame and Supply of man hole covers in the jurisdiction of Tehsil Pakpattan District Council Pakpattan - Repair / Raising of man holes, Providing / Fixing of man holes covers and frame and Supply of man hole covers in the jurisdiction of Tehsil Arifwala District Council Pakpattan The scope includes laying tuff tiles at Jamal Chowk and repair and raising of manholes including providing and fixing manhole covers and frames in the jurisdictions of Tehsil Pakpattan and Tehsil Arifwala. The works require experienced contractors with PEC registration and compliance with FBR/ATL requirements. Bid Security must be submitted equal to 5% of the estimated cost through a Digital Bank Guarantee (e-Bank Guarantee) via the Punjab e-Procurement System. Physical bid securities such as CDR, Pay Order, Demand Draft will not be accepted. Bids must be submitted electronically through the Punjab e-Procurement System on or before 22-08-2026 at 12:30 PM. The bids will be opened electronically on the same day at 1:30 PM in the office of the District Council Pakpattan in the presence of bidders or their authorized representatives. Bids must remain valid for 120 days from the date of opening. The contract will be awarded to the lowest evaluated responsive bidder in accordance with Punjab Procurement Rules, 2014 (as amended). Manual bids, bids submitted through email, courier, or post will not be accepted. A practical tip for bidders is to ensure the Digital Bank Guarantee is generated correctly with the PSID from the e-Procurement Portal and transmitted through SWIFT MT760 in favor of the Chief Officer, District Council Pakpattan. This will avoid rejection of bids due to invalid bid security. Also, carefully fill all pages of rate analysis and summary as incomplete financial bids will be declared non-responsive.
