Tender Description
The Water and Power Development Authority (WAPDA) through its Diamer Basha Dam Project invites sealed bids for the replacement of anti-graffiti with awareness messages/statements at the project site located in Chilas, Diamer District, Gilgit-Baltistan. This procurement is planned under the FY 2026-27 budget and aims to enhance the visual communication and awareness at the dam site by replacing existing graffiti with meaningful awareness content.
Items being procured:
- Replacement of Anti-Graffiti with Awareness Messages/Statements
The scope includes removal of existing graffiti and application of new awareness messages using durable materials suitable for the site conditions. Bidders must ensure quality workmanship and compliance with specifications detailed in the bidding documents. The project site is in a challenging mountainous region requiring bidders to have relevant experience and capacity to work in such environments.
Eligible bidders must be registered on EPADS v2.0 and comply with all Public Procurement Rules, 2004. Bid security in the form of Pay Order, Call Deposit, or bid securing declaration is mandatory. Technical and financial bids will be evaluated using the Least Cost Based Selection (LCBS) technique.
Bids must be submitted electronically through EPADS v2.0 by 11:00 AM on Thursday, September 10, 2026. Late or manual submissions will not be accepted. Bids will be opened on the same day at 11:30 AM via the EPADS platform. Interested bidders are advised to register early on EPADS and review the tutorial available on YouTube for guidance.
A Grievance Redressal Committee (GRC) has been notified as per Rule 48 of the Public Procurement Rules, 2004. Relevant notifications are available on the procuring agency's and PPRA's websites.
Bidders should carefully review all bidding documents and ensure timely submission. A practical tip is to complete EPADS registration well before the deadline to avoid last-minute technical issues.
