Tender Description
The Communication & Works Department Khyber Pakhtunkhwa invites applications from C&W shortlisted consultants for specialized consultancy services related to the construction of a road from Shoghar to Shah Saleem in Chitral, covering a distance of 45 kilometers. This Request for Proposal (RFP) is issued under the fiscal year 2026-27 with tender number 1789/260857.

- Consultancy services for construction of Road from Shoghar to Shah Saleem (45 KM)
The technical scope includes providing specialized consultancy services for the road sector, ensuring compliance with relevant PEC codes and Khyber Pakhtunkhwa Revenue Authority (KPRA) regulations. The consultancy will be selected through a quality cum cost-based selection (QCBS) method as described in the RFP documents.
Eligibility criteria require firms to have valid PEC registration with relevant codes and KPRA registration. Joint ventures or firms with relevant experience in road sector consultancy are encouraged to apply. Earnest money and other bid security requirements are as per KPRA rules 2014, amended to date.
Key dates include a pre-discussion meeting on 26-10-2026. Proposals must be submitted by 05-11-2026 till 12:00 PM in both soft and hard form via the E-Pak Acquisition and Disposal System (e-PADS). Technical proposals will be opened on the same day at 1:00 PM in the presence of authorized representatives. RFP documents and Terms of Reference (TOR) are available at the office of the Executive Engineer C&W Division Lower Chitral and online at www.kppra.gov.pk.
Bidders are advised to ensure their proposals are complete, free from corruption or virus, and submitted through the specified e-PAD system to avoid rejection. In case of official holidays, the next working day will be treated as the closing date.
A practical tip for bidders: Carefully review the QCBS criteria in the RFP documents and ensure all required documents, including PEC and KPRA registrations, are valid and attached to avoid disqualification during technical evaluation.
