Tender Description
The Local Government and Rural Development Department, Government of Azad Jammu and Kashmir, is procuring the retrofitting of a bridge in District Poonch. This project is part of the ongoing efforts to improve infrastructure under the GoAJ&K funded initiative. The scope involves structural retrofitting works on one bridge, requiring specialized civil engineering expertise and adherence to relevant construction standards. Contractors must be registered with PEC in category C4 and above, specifically under Code CE-02(i,vi), and must have valid experience in similar projects. Additionally, bidders must be registered with FBR or AJK CBR and appear on the active Tax Payer List (ATL) of FBR. The bidding process follows the Single Stage-Two Envelope procedure as per AJ&K PPRA rules, requiring separate sealed envelopes for Technical and Financial proposals. The Technical Proposal will be opened first, and only technically qualified bidders will have their Financial Proposals opened subsequently. Bidders quoting rates below 10% of the engineering estimate must submit additional bid security equal to the difference between the estimate and bid price. Bidding documents including BOQs, drawings, and specifications can be obtained upon written request and payment of Rs. 5,000 (non-refundable) until 11 May 2026. Bidders are strongly advised to conduct a thorough site visit before submission, as no claims will be entertained for lack of site knowledge. Each bid must be accompanied by bid security in the form of CDR, Pay Order, or Bank Draft from a scheduled bank in Pakistan, payable to the Deputy Director, Local Government and Rural Development Department, District Poonch. Bids must be delivered by 12 May 2026 at 11:00 AM to the Deputy Director Office LG&RDD, Block A Ground Floor District Complex Rawalakot AJ&K. Technical bids will be opened the same day at 11:30 AM. Blacklisted firms are not eligible and must provide an affidavit confirming their status. All applicable taxes and duties in AJ&K will be deducted as per prevailing rules. Incomplete or conditional bids and those without bid security will be rejected. The employer reserves the right to reject any or all bids according to AJ&K PPRA rules. A practical tip for bidders is to ensure the bid security and all documentation are complete and properly labeled to avoid disqualification during the technical evaluation phase.
