Tender Description
This tender invites contractors registered with Pakistan Engineering Council (PEC) for the revamping of the Executive Engineer (M&T) office at the IESCO Complex in Rawalpindi. The Islamabad Electric Supply Company Limited (IESCO) requires comprehensive civil and electrical repair works including dismantling, flooring with granite and glazed tiles, false ceiling installation, electrical wiring, plumbing, painting, and fabrication of structures such as car sheds and railings. The project involves detailed engineering and construction activities at the IESCO Complex, demanding adherence to quality standards and timely execution within 120 days.
The scope covers a wide range of civil works such as cement concrete, brickwork, plastering, and installation of aluminum windows and doors. Electrical works include wiring for lighting, fans, floodlights, and plug points with PVC conduits. Plumbing works involve fitting water closets, wash basins, and pipelines. The site is located in Rawalpindi, Punjab, and requires contractors to manage logistics, manpower, and materials efficiently while complying with technical specifications and safety standards.
Bidders must hold PEC registration renewed for 2025-26 with at least Category C-6 and specialization code CE-10. Firms should provide evidence of financial stability with a fresh bank balance up to 50% of the estimated cost and demonstrate successful completion of similar government or semi-government projects. Active registration with PRA and FBR is mandatory. The tender requires Earnest Money Deposit of 4% of the estimated cost in the form of CDR. Bidders must also comply with FBR/ATL requirements and submit all mandatory documents as per PPRA rules.
The submission deadline is **15th April 2026 at 11:00 AM**, with bid opening at 11:30 AM on the same day at the Chief Engineer (O&M) office, Street No. 40, Sector G/7-4, Islamabad. Bids must be submitted electronically via E-PADS portal with original bid security and printing charges submitted physically at the Executive Engineer Civil Division IESCO office, Sector G-8/1, Islamabad. The tender follows a single stage single envelope bidding procedure under PPRA rules.
Pro-Tip: Ensure the bid security is generated from the firm's own account and submitted in original before the closing time to avoid rejection. Also, verify the PEC category and PRA/FBR registrations carefully as non-compliance leads to disqualification. Check the detailed BOQ for percentage rate application and ensure all schedules are properly filled and signed to avoid technical disqualification.
