Tender Description
The Communication and Works Department, Mega Projects III, Hazara Division Abbottabad, is procuring works for the revamping and strengthening of District Headquarters (DHQ) Hospitals across Khyber Pakhtunkhwa, specifically including sites in Haripur, Abbottabad, Battagram, Mansehra, and Kohistan. This tender covers significant civil works aimed at improving healthcare infrastructure to enhance capacity and response capabilities, including building capacity to respond to Covid-19 and future pandemics. The projects require firms registered with the Pakistan Engineering Council (PEC) in categories C-2 or above for revamping works and C-3 or above for strengthening works, along with valid registration with the Khyber Pakhtunkhwa Revenue Authority (KPRA) and FBR Active Taxpayer List (ATL). Eligible contractors must demonstrate relevant experience, financial soundness, and possess the necessary personnel and equipment capabilities. The estimated cost for these projects ranges from approximately Rs. 414 million to Rs. 922 million per site, with a combined total exceeding Rs. 1.4 billion. The procurement follows the Single Stage - Two Envelope bidding procedure through the E-PADS system, with technical bids to be opened on 11th June 2026 at 12:30 PM. Bidders must submit earnest money in the form of Call Deposit Receipts (CDRs) from scheduled banks, with bid security requirements varying based on the bid price relative to the Engineer’s Estimate. Hard copies of firm profiles and brochures must also be submitted for evaluation purposes. The submission deadline and bid opening date are critical, and bidders should ensure compliance with all documentation and security requirements to avoid disqualification. A practical tip for bidders is to carefully prepare the detailed rate analysis and ensure the bid security is correctly placed in the financial proposal affidavit without disclosing the amount in the technical bid to avoid being declared non-responsive.
