Revamping and Strengthening of DHQ and Non-Teaching Hospitals in Khyber Pakhtunkhwa

The Communication and Works Department of Khyber Pakhtunkhwa invites eligible contractors to participate in the revamping and strengthening of various District Headquarters (DHQ) and Non-Teaching Hospitals across Khyber Pakhtunkhwa, including Peshawar, Charasada, Nowshera, Ghalani Mohmand, and Landikotal. This tender covers multiple packages focusing on upgrading hospital infrastructure, improving accident and emergency units, and enhancing capacity to respond to future pandemics. The technical scope includes civil works such as construction, renovation, and strengthening of hospital buildings. The project requires firms registered with the Khyber Pakhtunkhwa Revenue Authority (KPPRA) and Pakistan Engineering Council (PEC) with relevant PEC categories CE-01, CE-09, CE-10, CE-11, EE-01 to EE-11, ME-01 to ME-06. Contractors must demonstrate adequate financial soundness, personnel capabilities, and equipment to execute the work as per the work order. Bidders must be registered with FBR and ATL, and submit earnest money in the form of Call Deposit Receipt (CDR) or Bank Guarantee as per the tender requirements. The tender follows a Single Stage Two Envelope procedure with separate technical and financial bids. The technical bids will be evaluated on experience, financial soundness, and QCR audit reports. The financial bids will be opened only for technically qualified bidders. The tender was published on 16th May 2026, with the last date for submission and opening of technical bids on 11th June 2026 at 12:00 PM and 12:30 PM respectively. The financial bid opening date will be announced after technical bid approval. The submission must be made through the EPADs electronic system, with hard copies of bids submitted in sealed envelopes to the Executive Engineer C&W Mega Project-I office in Peshawar. A practical tip for bidders is to ensure their bids comply fully with the detailed rate analysis and security requirements, as bids more than 10% below or above the engineering estimate require additional securities. Non-compliance will lead to disqualification. Also, joint ventures are allowed but must be registered properly. Careful attention to the EPADs system upload and timely submission is critical to avoid rejection.
