Tender Description
This tender invites contractors registered with Pakistan Engineering Council (PEC) for the revamping and upgradation of the IESCO Complaint Office located in Jhanda Rawalpindi. The Islamabad Electric Supply Company Limited (IESCO) requires comprehensive civil works including removal and replacement of doors and windows, cement plastering, granite glazed tile flooring, PVC panelling, false ceilings, concrete works, electrical wiring, flood lighting, aluminum windows and doors, and installation of LED lights and signage. The project involves detailed construction and finishing works with materials such as granite tiles, gypsum boards, cement concrete, and aluminum fittings, all to be executed at the specified site in Rawalpindi.
The scope demands adherence to technical specifications and standards, including PEC registration category C-6 with specialization code CE-10. Contractors must demonstrate financial capability with a fresh bank balance of up to 50% of the estimated cost and provide performance and completion certificates from previous similar projects. The tender emphasizes compliance with FBR and PRA registrations and requires earnest money in the form of a Call Deposit Receipt (CDR) at 4% of the estimated cost. The contract includes a one-year defect liability period and requires submission of a detailed work programme and method statement.
Bidders should ensure their PEC registration is renewed for the 2025-26 fiscal year and must be active taxpayers with verified income tax returns for the last three years. The tender follows a single stage, single envelope bidding procedure under PPRA rules. The contract price is fixed and payable in Pakistani Rupees, with retention money at 5%. Performance security of 10% of the contract value is mandatory before signing the agreement.
The submission deadline is set for 11:00 AM on 15th April 2026, with bid opening at 11:30 AM the same day at IESCO's office in Islamabad. Bids must be submitted electronically via E-PADS portal with original bid security and printing charges submitted physically. The office address for submission is Executive Engineer Civil Division IESCO, Street No.63, Sector G-8/1, Islamabad.
Pro-Tip: Carefully review the bid security and additional call deposit requirements, especially if quoting below 10% of the NIT amount, to avoid disqualification. Also, ensure all mandatory documents including PEC renewal, FBR and PRA certificates, and performance certificates are properly uploaded and submitted to meet responsiveness criteria.
