Tender Description
The Project Director Construction Circle, Lahore Electricity Supply Company (LESCO) invites bids for the comprehensive civil and electrical works involving safe loading, unloading, carriage, transportation, erection, excavation, complete earthing, and back filling of HT/LT PCC spun poles of 36 and 31 feet under the jurisdiction of XEN Sheikhupura Construction Division LESCO in Lahore, Punjab. This procurement is planned for the financial year 2026-27 and is open to eligible bidders registered with PEC under categories EE-04 and EE-05, active on the FBR Active Taxpayer List, and possessing relevant experience with DISCOs or similar organizations.
Items being procured:
- Safe Loading, Unloading, Carriage, Transportation of 350 HT PC Spun Poles (36 feet) from Regional Store LESCO (Walgon Sohail/Pattoki) to various sites
- Excavation, Erection, Back Filling, and Complete Earthing with welding of 350 HT PC Spun Poles (36 feet) as per WAPDA SDI
- Safe Loading, Unloading, Carriage, Transportation of 200 LT PC Spun Poles (31 feet) from Regional Store LESCO (Walgon Sohail/Pattoki) to various sites
- Excavation, Erection, Back Filling, and Complete Earthing with welding of 200 LT PC Spun Poles (31 feet) as per WAPDA SDI
The scope includes handling poles from designated regional stores to multiple sites, ensuring complete earthing and welding as per WAPDA Standard Design Instructions. The contract duration is 365 days from the award date. Bidders must submit a bid security of Rs. 100,000 in the form of CDR, Pay Order, or Bank Guarantee valid for 28 days beyond bid validity. Technical bids must be submitted online via EPADS v2.0 by July 23, 2026, 11:30 AM, with bid opening at 12:00 PM the same day. Manual submissions are not accepted.
Eligibility requires valid PEC licenses, CNIC, FBR registration, non-blacklisting affidavit, and satisfactory past performance certificates. The evaluation will be based on Least Cost Based Selection (LCBS). The contract includes a 10% performance guarantee and a 6-month defect liability period. Payments will be made by the concerned Executive Engineer after verification and deduction of applicable taxes.
