Tender Description
State Life Insurance Corporation of Pakistan is procuring services for scanning and uploading of policy files issued during the period 01-06-2025 to 31-12-2025 for its Central Region comprising six zones including Lahore, Gujranwala, Sialkot, Narowal, and Sheikhupura. The project involves digitizing approximately 1.7621 million pages from about 70,484 files. The scanning and uploading will be performed at the respective zonal offices within office hours, with the contractor responsible for providing all necessary equipment such as duplex ADF scanners, laptops, and personnel. State Life will provide office space, electricity, and the online uploading software including quality assurance modules.
The technical scope includes removal of staples, tags, and dust from documents, ensuring scanned images are clear, readable, and in PDF format with 150-300 DPI color mode. The contractor must deploy sufficient human resources with at least six scanning stations and two document sorters per zone. Quality assurance mechanisms must be in place to ensure data accuracy and integrity. The contractor will also maintain a local database and return physical files undamaged within 48 hours. Payment will be made based on the actual number of pages scanned and uploaded.
Eligible bidders must be registered with Income Tax and Sales Tax departments, be on the Active Taxpayers List of FBR, and meet mandatory qualifying requirements including valid NTN, sales tax registration, bid security, and deployment undertakings. Experience in similar projects and financial turnover will be evaluated. The bid security is Rs. 132,000 and performance guarantee is 10% of the bid cost. Bids must be submitted electronically via e-PADS by 14-05-2026 at 10:30 AM, with technical proposals opened the same day at 11:00 AM.
