Hiring of Security Services with Armed Security Guards

Government Institute for Slow Learners, Lahore invites eligible and registered firms to submit electronic bids for the hiring of security services through armed security guards. The requirement is intended to protect students, staff, buses, institutional assets and buildings for the complete contract period, in accordance with the tender document and applicable Punjab Procurement Rules, 2014. Bidders must quote a rate per security guard per month inclusive of all applicable taxes. A refundable bid security of **PKR 60,000/-**, equal to three percent of the estimated cost, must be deposited through 1Link or online bank transfer against the generated PSID. Manual or hand-submitted CDR or bid security will not be accepted; proof of payment must accompany the electronic tender documents. The successful bidder will also provide a refundable performance guarantee equal to five percent of the bid or contract price before issuance of the provision of services order. Firms must be registered with PPRA, relevant registration authorities and applicable tax departments, including Income Tax, Sales Tax and Punjab Sales Tax or PRA where applicable. The bidder must not be blacklisted or debarred. The bidding document is available after publication through the PPRA and EPADS portals. Bids must be uploaded electronically on **EPADS** and the Punjab procurement portal by **21 August 2026 at 10:00 AM**. Bids will be opened on **21 August 2026 at 10:30 AM**. The original affidavit on appropriate stamp paper must be submitted before the tender opening meeting.
