Tender Description
This tender invites qualified contractors in Lahore to install, test, and commission a comprehensive Security Surveillance System across multiple 132kV Grid Stations including Old Kot Lakhpat, Walton, Lallyani, Ellahabad, Pattoki, Johar Town I & II, Qartaba, Model Town, Shadman, and Garden Town. The Lahore Electric Supply Company (LESCO) requires a robust solution encompassing data network items, fiber optics, network switches, IP cameras, network storage recorders, and dedicated power sources to ensure secure and efficient monitoring of critical infrastructure.
The scope covers installation of CAT6 cabling, fiber optic cables, wall mount cabinets, power distribution units, and a variety of IP cameras including dome, bullet, and PTZ types with advanced features such as human figure detection and AI-based motion detection. The project demands adherence to technical specifications including IP67 protection, PoE support, and integration with network management systems. Civil works such as handholes, cable laying, and soft/hard digging are also included, alongside a one-year operation and maintenance period ensuring system reliability.
Bidders must hold PEC licenses in categories EE-02 & EE-09 with financial category C-4 or above, demonstrate a minimum average annual turnover of PKR 150 million over the last three financial years, and provide evidence of prior experience with similar surveillance system installations involving at least 300 cameras. Compliance with FBR tax returns and submission of bid security or bid securing declaration is mandatory. The tender follows the Public Procurement Rules 2025 and requires registration on the EPADS v2.0 platform for bid submission.
The submission deadline is set for 27th March 2026 at 11:00 AM, with bid opening scheduled the same day at 11:30 AM via EPADS. Bidders must submit their bids online and provide original bid security in hard copy to the specified LESCO office. The physical address for correspondence and bid security submission is Deputy Manager Civil, 132 KV Grid Station Old Kot Lakhpat, Lahore. The contract includes a 10% performance guarantee and a defect liability period of one year.
Pro-Tip: Ensure all technical documentation, including PEC licenses, FBR returns, and completion certificates for prior works, are complete and uploaded on EPADS. Pay special attention to the bid security submission process, as failure to submit the original bid security in time will lead to disqualification. Also, review the detailed technical specifications carefully to avoid non-compliance, especially regarding camera models and network equipment standards.
