Tender Description
Gilgit Baltistan C&W Department PHE and Building Division Skardu invites sealed bids from well reputed and experienced contractors, firms, and joint ventures under GBPRA rule 39(a) using the SINGLE STAGE ONE ENVELOPE procedure. The procurement is for the separate water supply line for the lower complex to Eid Gah Colony, Elementary College, Sundus, Radio Pakistan Chowk, Tufail Colony, Brolmo Colony (Ph-I) (Improvement/Extension) and strengthening of distribution lines at various locations in Skardu Town.

The technical scope includes construction and extension of water supply infrastructure and strengthening of distribution lines across multiple locations in Skardu Town. Bidders must have PEC valid registration for CFY 2026-27 or as per extension by PEC, relevant PEC category and code, CNIC of the prospective bidder/firm, enlistment with the procuring agency, affidavit of no litigation or blacklisting, renewal receipt for CFY 2026-27, and must sign the bidding documents. Earnest money of Rs. 591,000 (2% of estimated cost) in the form of Call Deposit Receipt (CDR) from a scheduled bank is mandatory. Conditional bids will not be accepted.
Bidding documents can be obtained from the office of the Executive Engineer PHE and Building Division GB C&W Skardu after payment of the tender fee of Rs. 10,000 through treasury challan on head of account C-03518. Joint ventures must provide registered power of attorney and partnership deed. Bids will be opened on 28-09-2026 at 10:30 AM in the presence of committee members at the office near Parishan Chowk Skardu.
The employer reserves the right to accept or reject any bid with reason. In case of abnormally low bids below 15% of technically sanctioned cost, an additional performance guarantee of 10% difference amount in CDR form is required. Overwriting on bidding documents is not allowed. More than 25% below rate on any item is not allowed and will lead to rejection.
Bidders are advised to carefully prepare their bids ensuring all mandatory conditions and documents are complete to avoid disqualification. Timely submission and adherence to the single stage one envelope procedure is critical for successful participation.
