Tender Description
Pakistan State Oil Company Limited (PSO) invites quotations for professional calibration services of flow meters installed at various operational locations across Pakistan. This procurement is specifically for the calibration and proving of flow meters equipped with batch controllers and allied equipment, ensuring compliance with API MPMS standards and local regulatory requirements. The scope includes on-site calibration using approved proving methods, with the contractor responsible for providing certified prover tanks, calibrated instruments, hoses, and explosion-proof equipment as needed.

- Keamari Terminal - A: 14 flow meters (28 jobs including calibration and transportation)
- Zulfiqarabad Oil Terminal: 8 flow meters (16 jobs plus transportation)
- Shikarpur Terminal: 9 flow meters (18 jobs plus transportation)
- Chakpirana Depot: 8 flow meters (16 jobs plus transportation)
- Machike Terminal: 20 flow meters (40 jobs plus transportation)
- Mehmoodkot Terminal: 32 flow meters (64 jobs plus transportation)
- Faisalabad Terminal: 2 flow meters (4 jobs plus transportation)

The technical scope covers the use of Weights & Measures certified prover tanks, calibration traceable to national standards, and adherence to API MPMS Chapters 4, 12, and 13. The contractor must ensure proper installation, temperature measurement, and data recording during proving runs. Mobilization, demobilization, and transportation charges are included per location. Calibration must be conducted biannually with a minimum of two calibration teams working simultaneously at different locations.
Eligibility requires possession of certified prover tanks, compliance with PSO HSE and safety standards, and all necessary regulatory permissions. Contractors must submit calibration certificates, proving data sheets, and meter factor adjustment records. Earnest money and bid security details are as per PSO instructions.
